What is to be built on the site of the former paper mill is one of the most important decisions for Raubling in the coming years. Around 18 hectares are available. Conceivable are logistics, industry and commerce – which we urgently need for our trade tax revenue – as well as retail, housing, sport, culture or green space. For many of us one question is in the foreground: What does this mean for traffic?

So that this question is not discussed on gut feeling alone, there is now a planning game that anyone can use to play through the possibilities themselves.

To the paper mill planning game

How it works

🧩 Distribute the area Choose one or more uses – from a logistics centre to a tradespeople’s yard, supermarket and apartment buildings to a sports hall or a park – and distribute the area in steps of half a hectare.

🚗 See traffic – today and with the plan Two maps side by side: on the left the traffic situation measured today, on the right the additional traffic caused by the chosen plan. For the morning and evening peak, the weekend or the early morning hours. Where the additional traffic meets roads that already often back up today, this is specially highlighted.

⚖️ Compare variants Two variants can be compared directly – for example a focus on logistics versus housing and sport. The access points can also be changed, for example a new access in the north.

🔗 Share and take away Every variant can be saved and shared as a link, as an image or as a profile sheet (PDF).

Comprehensible instead of gut feeling

So that very different uses can be compared, all traffic is converted into passenger car units – depending on its size, a lorry counts as one and a half to two and a half cars. The traffic volumes are based on guideline values from transport planning, and the calculation can be viewed openly for every use. Today’s traffic situation comes from the traffic map, which has been recording the situation in Raubling and on the approach roads every 15 minutes since 2 October. The longer measurement continues, the more meaningful the planning game becomes. Once enough weeks of measurements are available – including the period after the A8 roadworks near Rohrdorf, expected from mid-December – an estimate of how speeds on the affected roads change will be added.

Important: This is a planning game for comparing variants, not a traffic study. It does not replace professional planning, but it can help to make the discussion more transparent and factual. (The planning game itself is currently only available in German.)

Why I did it

Good decisions need good foundations – and they get better when everyone has the same information. With the planning game, anyone can see what different plans would mean for traffic. I built it privately and on a voluntary basis; it costs the municipality nothing.
